Do a search for the file and the directory that it is in should tell you what program it belongs to. If you want to stop it from loading, try the following

Click the start button
Select Run
Type in: msconfig
In the window that opens select the Startup tab
You will see a listing of the files Windows loads during startup.
Look for that file and uncheck it.

While you are there, look down the list and see if there is anything else you do not have to have loaded at startup and uncheck them also. (Most people can uncheck everything). It will speed up your computers boot time and free resources (less running in the background) so everything else runs faster.
If you decide you want something to run, you just go back and recheck it.

(You may also want to run Ad-aware (free from lavasoft.com) to be sure that it is not a spyware of some kind.)

Doesn't sound good to me. Disable it from start-up. Run a virus, spyware, trojan scan.
