the national entity, is function of the human government. This function includes the concept of a courtroom and the policeman on the beat. In no way is this intended to be derogatory toward the law; to the contrary, it is a recognition of the importance of law enforcement, and the proper prosecution of law in the courtroom. However, there came a time in human history when this very important function broke down completely, and, of all things with the only Person who was absolutely perfect in His humanity.

I think the average reader here has never encountered the term "fourth divine institution". Perhaps more background information for your readers next time.

The establishment of courts of Justice is recognized as being a command for all mankind. Some would argue that our court systems today are broken and corrupt.
