Speaking of fish w/no eyes:
Fish in dark underground caverns have lost their eyesight through atrophism, or lack of use. IF it is the fate of an existing organ to be lost through the lack of use, than an organ which has not come into existence cannot be used and, therefore, cannot EVOLVE into existence.
If the eye could not have evolved, then it was created, and if the complex eye was created, then so was everything else. It may or may not be in the textbooks, but atrophism precludes evolution.
