I'll bet that you went to www.freecreditreport.com and got your "free" credit report without reading all of the fine print. You signed up for a credit monitoring service.

They are difficult over there at FreeCreditReport, and it's very hard to get them to actually cancel and stop charging your account. This is why I only use real credit cards to get these type of "free trials" - if they charge you incorrectly, a credit card company is more likely to honor your dispute (most cards have zero liability) of the charge than the bank who issues a debit card. I think you did the right thing by requesting a new card. Some people go through months of trying to cancel a CIC account before they actually stop charging. I was charged for and had to dispute 4 months of charges from CIC before they finally stopped charging me. Luckily my credit card did honor all of the disputes and got rid of the charges. Just FYI - Bank of America Privacy Assist credit monitoring does the exact same shady behavior as Triple Advantage.

Triple Advantage is a service that has a monthly fee, in which you can view and monitor your credit reports and credit score at your convenience. It can alert you when changes occur with Experian, Equifax, TransUnion credit reports. You can make sure your credit is where you want it to be and fix errors as they arise.
