Lobby the apartment complex to make a rule that there can be no unattended children at the pool. It will probably be up to you all to enforce it. (I'm surprised the apartment complex allows this anyhow, I'd think there would be insurance issues)
Form a "pool watch" group among the tenants.
Find out what kids are doing it and confront the parents. If the parents don't care, everyone should bring their pets to poop on the parent's front steps or near the parents' cars.

It gets closed for heath reasons, it would not take long for the whole pool to become contaminated, it usually takes about an hour for a pool to have its filters working long enough for it to be cleaned out, and if the area was treated right with disinfectant(chlorine), then there should be no reason to re-open

The property management company can go after the parents. If they keep it up then evict them. Its a health threat and costly. Make the parents pay for the clean up.

why dont you set up a camera or if thats not affordable then a fake surviellance camers and post signs that the area is under surviellance. maybe that will help. hope so cause that is really gross and unsanitary,yuk !! good luck
