can a tiny hole make a woman pregnant?

You can do lots of things with them, but I don't think you can make them into a leather coat or a tug boat. What did you have in mind?

A tiny hole on it's own, now that wouldn't but if during sex the guy cums then his sperm could find the hole and swim threw.
what do you mean by manipulate anyway?
are you trying to trap a guy in to being a parent with you?
if you are ready for kids, talk to the guy, if he feels the same go for it.
but if he does not then you are likely to be left holding the baby without his support.

What you planning? balloon animals? a giraffe or a doggie?
Yes any hole gets you pregnant, likewise any oil based substance get on them ie margarine, vasaline, ice cream, cream, chocolate poss from fingers... this make tiny holes like acid... 30 secs for viruses ie AIDS, 60 EVERYthing else but two small for you to see it.
Dont think about tricking someone, they will hate you for it and they relationship will break up leaving you with the kid.
Its totally out of order to do that

yes it is possible to manipulate, if you don't want to get pregnant and you can by the tiny holes.

Yeah, you can actually take needles and poke small holes in the package that would go through the condom as well.

For some reasons at least, yes, though I wouldn't use them for their original purpose after.
As for the pregnancy, its not the hole, its the sperm that gets through it.

Making balloons are the best ideas for condoms just don't use them for sex after!
