on pampers needs complete care to be feed and changed does not walk. She is alert and tries to talk. But does not know anyone. Has very good appetite. Doctors have given up on her with therapist. Need any advise or directions to professional people that can help her in this situation. She is on medicad. Only 28 years old and has a 9 year old son.

I am so sorry to hear about this. It sounds like your sister has lost more than her memory. I'm not a doctor and you should ask them about this, but it sounds like there was damage to brain tissue in motor areas when she lost oxygen to her brain. The doctors may believe based on the areas and extent of the damage that there is a little chance she would gain back much of her lost function, and that (their decision) might make her ineligible for therapy under medicaid restrictions in your state.

HOWEVER,
1. You should find out what specifically the medicaid coverage and limitations are for treatment and therapy in a situation like this.
2. Since she is fully conscious, alert, and attempting to talk it seems like you could have grounds to ask her doctors to reassess her eligibility for therapy, or to at least provide you in writing WHY they have declared her ineligible for it.

I'm assuming you are legally able to act for her in this capacity.
