Assuming you are in the US, there are a lot of practitioners offering laser hair removal. This website offers some good advice about choosing a practitioner:

Laser hair removal can target dark hair (highlighted against lighter skin). However, the process takes multiple treatments. If large areas are to be treated, I suspect it will run into thousands of dollars.
