His charcter made the comment that, in NY, they have exactly the same powers as a police officer, carry guns, can make arrests, etc. Is this true and would it apply to other locales as well? Also, wouldn't a fire marshall be allowed to write a ticket for someone parked in a fire zone or would that be totally left up to a patrol office or parking enforcement personnell? Thanks!

I've posed your question on another bulletin board I belong to (veteran police and fire officers), and should soon have an answer regarding the FDNY.

As for my former department, the only member with those powers, was the arson investigator. It's a concept that was only initiated about 5 years ago (at the investigators request). After he went through the required training for a police officer at the state police academy, he was then permitted to carry a firearm and have the powers to arrest. The only added safety measure, was that when an arrest was being initiated (or warrant served), a police officer was dispatched to assist.

EDIT: Got this response from a NYC fireman..
"NYC Fire Marshals carry guns and have full police powers. To become a Fire Marshal, you must first be a NYC Fireman. Fire Marshal is a promotion from fireman. ALOT of the guys who become fire marshals only do it for a few years to get the experience, then wind up taking a voluntary demotion back to fireman and go back to the firehouse."
