Ordinary dye in water seems to dilute very quickly. I have heard of a dye made with alcohol and milk, but I have not been able to find information on what ratio of the two ingredients works best.

Try an oil-based dye - you need something that won't dissolve in the water. Styrofoam beads would also work if you are only concerned about surface effects.
