Try setting your security settings a little lower. pull up a web page, up top to tools, open it, go to internet options, then to security....then click on custom level (if you are in XP...it might be slightly different for 98, but you can see what I mean).... pull the little slide down to medium or lower.
Under the security settings, you can play with the active x prompts (in custom levels). Try a few of those and see how it works. you might also want to make sure you don't have a popup blocker or ad blocker running in the background. Sometimes those programs will disable images. You can check the security settings on your personal firewalls too.

Well, if you browser shows no images at all it could be your Intenet settings.
In IE, goto Tools > Internet Options...
Under the Advanced Tab, if you scroll down to Multimedia and can check Show pictures.

If you are using Internet Explorer, go to Tools > Internet Options. Click on Security tab (at the top) and then on Default Level (left, bottom). Finally, save by clicking on OK.
Should work now.

Check your IE...If images dont show up It is IE problem. maybe you have to update your windows and theat way IE will be resored.
Try using Mozilla Firefox and check if it works. If it does the same way then it is something else, could be Java Applets or others on the site.

Use a different browser also your connection my be slower than Dial-up in this case it is downloading but slowly and may take hours.

it maybe ur Internet explorer, try to reinstall ur OS this will reset the explorer, dont worry about preinstalled programs it will stay there..

Try doing a disk defrag----start all programs--accessories--defrag.It might free up some space and give you extra speed.--try re starting your computer.
