Best thing to get off oil and grease is Gojo. Here is a pict of a size of it:

It is a "Natural Orange Pumice Hand Cleaner", and products are similar to it. Just look for the orange bottle, or ask for hand cleaners to take off grease. It is used buy people working around tools(automotive people, tool and die people, etc.) to (and it says on the bottle too) for " removing grease, tar & oil". You can get it at almost all hardware stores, or places that have automotive departments.

I used to use food coloring to get the oil off my cat...

Dial soap works great. Wash him/her until you are sure it is off. Make sure you get the skin good. Our cat got heating oil on her and she was sick for days. Make sure you give her lots of fresh water. If she starts to vomit or gets really sick take her to the vet.

I know when people clean ducks and stuff after oil spills in the Ocean they use dish soap. that might work for your cat.

Wash her with alot of petsoap, make sure to scrub the oiled area well.

My dogs get under the car all the time and we just wash them with shampoo and it comes off. For the really tough spots, I use simple green because it's biodegradable and it says it's harmless. I just don't use it around the face.

How did it get there in the first place? Ypu should bathe it real good or contact a pro groomer.
