Details: He is 21, lives in Iraq now but is moving to Jordan shortly, and needs to come to America for safety reasons as well as an education.

Juat a little note to Tom:
All you do is insult Muslims and Arabs because you don't know anything about us. So you believe all the propaganda crap that the government throws at you and you're to gullible to even realize it. If you had any brains you'd think before you act, and you'd remember that America is made up of immigrants, you yourself are an immigrant, though perhaps not directly, your forefathers stole land from the people who were there before them. And you know what, the founding fathers opened up the land to immigrants, taking people in from wartorn countries and such. So when America is over in my country of Iraq, killing my family, blowing up their houses, murdering their children by way of bombs, and causing general anarchy in a land that was once a land of beauty and utmost greatness, and when I attempt to help one of my cousins come here for a chance to go to a college that hasn't been bombed to extinction, you act racist and offended.
You really need a life.

If the situation is legitimate, your cousin has several options:

He can enter the country as a student using an F-1 visa. F-1 visas are issued once he's been accepted into a college program in the United States. He will need to apply for a visa at the US embassy in Jordan, however, be prepared for length background checks and security procedures.

He can also enter the US with a B-2 (tourist) visa if he's approved. Unfortunately during the interview process, he will face increased scrutiny at the embassy due to his ethnicity, religion, and age etc. He is likely to be denied a tourist visa UNLESS he can show definitive proof that he has ties that would keep him in Jordan. Even then, he may be denied a visa.

If he fears persecution and danger in Jordan, he can seek asylum in the United States. However, asylum seekers MUST legitimately face danger/live threatening situation etc.

Seriously, I am not saying this to be racist, but they are going to look more closely at him, because he is an Iraqi. Just because some Iraqis really hate Americans and want to see us fall into the ocean. He needs to go to the American Embassy in Jordan for correct information on getting his papers. It does take awhile.

If your cousin wants to apply for refugee status, he needs to contact or visit the nearest UNHCR office. But they probably won't offer him anything since he'll be in Jordan, which is safe.
