can solar panels be windows in a building?
that are see through. with maybe some small wires in it?
so a huge building can be a big solar generator.

Building integrated solar panels, or solar glazing, are one of the most interesting areas of solar power. Many companies are working on the exact product you describe. Demonstration projects have been built. There is an office building with solar glazing of the sort you describe that was built as a demonstration project in Germany several years ago.

Solar glazing is not yet a standard product. The various demonstration projects that have been built are all very custom and very expensive as a result. There are companies working to commercialize this technology. Three in particular are:

Solar Design Associates
Saint Gobain
Spheral solar

I always though a good idea would be car roofs to having solar panels. Maybe they couldn't power your vehicle but everything else INSIDE the car like air, radio, CD player, heater, etc. Save wear and tear on your battery.

Good you're at least thinking about this. Try Edmunds' Scientific. They have a small, practical booklet that fills you in without going crazy with algorithms. The correct term is ' photovoltaic ' - it isn't exclusively dependent on the sun.

There are several companies that already sell solar sysems exactly like you describe. I heard that they are still in development mostly though.

All the light that gets through won't be used to generate energy.

So, yes, they can, but they can't be very efficient.
