Yes, but not all budgies will talk. It may take a lot of patience - try repeating the word or phrase you want your bird to say in a consistent tone of voice. If they're going to talk they will be more likely to repeat things they've heard repetitively. Good Luck!

The first rule with any species of parrot is that just because a species is know for talking, doesn't mean it will talk. This even happens with African Grey's and Amazons which are some of the best talking parrots of all time :-) .
Regarding the sex of your budgie and talking ability - I wouldn't worry about his or her sex. I have a hen that talks better than any of my other birds. She even mimics the male cockatiel's mating song, complete with his beak banging. It's quite cute to watch ^.^ . The two best talking birds in my care have been hens.
Despite this, there's several things you can do to help your budgie. Always talk to them. Take them out of the cage and walk with them around the house. Show them the different rooms and name them. When offering food, name the foods and eat them saying how good the food is. When you put the bird to bed, say 'night night' and when you wake up say 'Good morning'. When offering food, ask 'want some?' and name the food. Always talk. Invent reasons to talk. Sing! Make the new words as dramatic as possible. Birds LOVE drama ^.^ . Some people will record a tape or CD and play a sentence for 5-10 minutes a day then will walk around the house using the sentence in their conversations with the bird. The bird will learn the word and learn when to use it. If you use a sentence on a recorder the bird only learns how to say it and not what it means. Also, listening to a recorder all the time can be incredibly boring!
Sometimes a budgie won't learn to talk but they'll learn to whistle instead. You'd be surprised what budgies can do! Some bird owners claim you should never whistle to your bird as it may learn to whistle instead. As for me - it didn't matter. I'm just happy if my birds respond to me while cage cleaning, LOL!

Age plays an important role here,as does the sex of your bird.Young birds are more likely to learn to talk,preferably around 4 months old. Male budgies are better talkers.
It is better if only one person teaches the budgie to talk as he may get confused if he hears more than one voice or accent
Give your budgie at least one twenty-minute training session each day, mornings are a good time as the bird will be alert
· Start with a simple HELLO followed by his name, repeat this as often as possible until your bird has mastered this phrase then try to teach him another phrase and so on
· Many budgies have the ability to use context when they speak, you can teach them this by talking to them and telling them what you or other people are doing. When talking to them use names whenever you can, i.e. Kate is typing on the computer or Julia is going to sleep now
· Encourage your bird when it talks, listen very carefully when its speaks and let it know when you understand it. Even if you do not understand, tell it that it is talking nice and talk to other members of the family about what it is saying.
I've had 4 budgies,all males, and taught all of them. You need to spend a lot of time with your bird,and be very patient. Start with ONE word only,otherwise you will confuse the bird.Good luck!

I had my budgie Morgan for 4 years before she ever talked. It wasn't until we got a Cockatiel who could talk, and they fell in love, and she learned to talk from him. It was cute. However it was difficult to understand her. She learned to say Pretty Bird, and Stupid (the cockatiel said those things when we first got him)

The males are more talkative than the females....is yours a female? Mine doesn't talk either, but she sure likes to whistle and sing.

Not all birds will talk, you should love your bird no matter what.
you can still try, just be consistent and repititous, and patient and loving the whole time.
