You either have to be born here or go through the naturalization process which consists of:
#1 You had to enter the US legally
Then filling out some papers and paying some money to start the process.
An investigation to make sure you are mentally, physically, morally sound. You have to be able to speak/write English, prove you are not a criminal, etc.
There is a hearing
You have to take a test on the basics of the constitution and the history of the US
Then you have the swearing in.

There are multiple qualifications and ways that an individual can become a United States citizen. However I do not know them all. I do know that if you are born within the borders of the United States or to at least one parent who is a citizen of the United States than you are automatically declared a U.S. citizen. The only other method of which I am aware is a process called "naturalization" - during which renounce citizenship and any responsibility that you might have to another country.
However, should you desire to become a citizen of the United States I suggest that you consult an immigration attorney about a Form N-400 (Application for Naturalization) and for assistance in filling it out.

Qualifications to be a US citizen include (not limited to):
Birth in the US and any territory under US jurisdiction
If one or both parents are US citizens, child under 18 become US citizens immediately (upon parents' naturalization)
US Citizenship Requirements (Naturalization Application):
If you have been a lawful permanent resident for a period of
five consecutive years prior to the application,
OR have been a lawful permanent resident for three years, have been married to a citizen of the United States of America for all of those three years and continue to be married to the same citizen;
OR That the applicant is a lawful permanent resident child of a parents who are United States citizens,
OR That the applicant has qualifying military service in the United States Armed Forces.

Obey all US laws.
Have a job.
Be a contributing member of your community.
Take citizenship classes.
Apply for & fill out the necessary forms to become a citizen at your local or regional INS office.

If you're trying to become a citizen, the best thing to do is marry one. Get your green card, put up with them for 3 years or so, then divorce them.
You're a legal resident and you've got some spending money to boot. Just try not to have kids or anything.

if you are under the age of 18 and have lived here for more than 2 years your a citizen, if you go through the immagration process and are over the age of 18 you are a citizen. if you were born here you are a citizen, but if you dont speak english then you shouldnt be a citizen.

Join the Armed Forces if you are a permanent resident and you can reduce 5 years of waiting down to less than 2 years.
