That is how you should start any business letter off unless you personally know the reciever. Then it is Dear "there name here"

Principal: Dear Principal Skinner,
Advisor: Dear Mr. Skinner,
If it is a formal letter that you do not want to be writing (about a concern or something) you can eliminate the "Dear" and just go with: Principal Skinner, etc.
Oh, and it is NEVER a semi-colon after the persons name. It is either a comma or a colon. A colon is more "business-like" while a comma is friendlier.

It depends what kind of letter it is and how well you are aquainted with the person. If it is to an authority figure like a principal I would go with: Dear Mr. Q; with a semi colon instead of a comma.

Dear Mr. Squiggly,
Or:
Dear Dr. Horsehair,
Or:
Dear Principal Platypus,
If you don't know the person's name, write:
Dear Sir, or, Dear Madam.
If you want to get into trouble or be held in disrepute, write: Dear Sh*t for Brains,
Or:
Hey, A$$hole.

If you know the name of the person you are writing is always best to use their name. As to Mr. Ms. or Mrs. that depends on how well you know them, and what you are writing in regards to. You should also consider how they prefer to be referred to.

If the person has an offical title I would use their title.
Such as:
Dear Principal Xyz,
But I would think
Dear Mr. (Mrs., Miss or Ms.) Xyz,
would be fine as well.

you can put "to whom it may concern". but putting dear would be okay for a principal, i guess.
