How much money can you afford? With ESL classes, you kind of get what you pay for.
If budget isn't so much of an issue, I would start by looking at a local community college. They will surely offer many ESL classes at the community college for speakers of all levels. Native language is not a consideration; those classes are for everyone. Another college or university in the area might have an English-language program. You will definitely find the highest-quality instruction at a community college and then a university. (Community colleges usually hire career ESL teachers, while universities employ graduate students, who aren't quite as experienced. But in both cases, the instruction will be excellent.)
There will also be a number of vocational/technical schools (the kinds that have ads on daytime TV) that will offer ESL classes. Be careful if you are selecting one of these schools, because they exist to make money and the administrations don't necessarily care about providing the highest-quality English instruction. If you can find a teacher with integrity who works there, that's great, but these schools are sometimes quite expensive and won't give you the quality that you'll get at a community college. The most qualified teachers will have M.A. degrees in Linguistics, TESOL (Teaching English to Speakers of Other Languages) or TESL (Teaching English as a Second Language). Also look for a teacher that has a TESOL certificate (another kind of certification to teach English).
If money is an issue, you might be able to find some free or low-cost ESL classes in the area. These could be offered through literacy programs, for example, churches, or school districts. (One school district in my state offers classes for the parents of their students, for example.) Again, the quality of instruction of these classes will not be as good as the quality of instruction you find in other classes.
