How come when he is sober he is quiet and not really flirty but when he gets drunk or gets a buzz he is outgoing and funny ? why cant he be like that all the time ?

I dated a guy like that, off and on. He is probably shy and not very comfortable being suggestive and flirty but then when he drinks he looses those inhibitions.
You're not going to easily get him to be like that all the time. You're either going to have to learn to like both of his personalities, dump him, or turn him into an alcoholic.

I can agree alcohol really does bring out the personality in someone I know that it brings one out in me. Maybe hes like so uptight but when he drinks alcohol he relaxes and enjoys himself :)

because he drops all of his inhibitions, and forgets who he normally is! My wife was the same way and she has lightened up over the years. Alcohol makes her much easier to get along with.
