Yes. Yeast is/are microscopic plants that feed on sugars and starches and give off carbon dioxide. Just like plants don't grow in the winter, yeast won't grow in th e cold. Either mix with some lukewarm (not hot) liquids and let it warm up a few minutes or, let the pkgs. warm to room temperature before using the dry yeast . (Too much heat will kill the yeast. That's why bread is baked, to kill the yeast.)

First check the date on the package. Yeast will work under most conditions. You kill yeast at 138 degrees. What my mom did when making pizza dough is she would dissolve the yeast in warm milk, then add the cold liquid and then add the rest of the ingredients. Yeats needs something to eat and grow. In pizza dough its is the shortening. Salt will slow down the rate. So don't mix salt directly to the yeast. Sugar and eggs will also feed the yeast but you change the texture a bit. Try experimenting and see what works best.

When you keep yeast in the fridge you are kind of keeping it in "hibernation". When it's time ot use it you need to "wake" it up by putting it in some warm water(about 1/4 cup) with a little sugar- just a pinch or so. When you see bubbles on the surface you know the yeast are awake and having a party! (ready to use)
When you use this method, just use some of the water and sugar from the recipe- measure it out and then put some into a different cup.

The type of yeast matters...as well as the expiration date. It is probably more a case that the yeast had expired than that it was cold. I work at a Pizzeria and we keep the active dry yeast in the cooler. Once it is opened it must be secured in an airtight container and used fairly quickly. Yeast is a living organism and has a relatively short shelf life once opened.
