A current topic for communications is ultra-wideband (UWB). There was a group working on a standard and I believe it broke up into a couple of groups. This will probably end up replacing BlueTooth and perhaps 802.11 for wireless networks.
This topic can also cover electronics as many companies are working to develop chipsets to implement UWB.

you should do in robotics, neural n/w, fuzzy good judgment less than electronics. or try some application proper topics like desalination of water as you're from instrumentation. attempt to go with a catchy topic that everybody can understand...for making it extra extra valuable make a small sort or chart of your topic...i am going to point u extra topics if u provide the flow in which u are going to do seminar.......

nanotechnology is an emerging field of importance, it is a feasible option for instrumentation topic. under communications u cantake up the topic of signal proogation- more efficient methods of rectificaton(self rectifying optic fibres), superconductivity- methods of achieving room temprature sc materials,magnetic levitation(as a possible way to travel at almost speed of sound)
