You don't say if you play already & require some specialist tuition in arranging or if you're a complete beginner. If the latter, then you will need to spend some time simply learning to play (preferably piano) and read both conventional notation and (if you want to work with popular music) also how chord symbols work. Find a piano teacher who is comfortable teaching you both approaches (it's OK to ask first!) and be prepared to put in a year or two getting your chops together. (You do have a piano, don't you...?)

If you can't find anything in the yellow pages, you might want to check your local music store. Sometimes the owners let people post things for lessons. They might also know someone who would be willing to help you out.

depends where you live. conservatoires will be able to help you source specialist tutors. Try the Royal Academy of Music in London but there are places in Manchester, Glasgow, Cardiff, Birmingham and university music departments across the country

Most piano teachers are private instructors. Look in your newspaper, at local colleges and online (craigslist). Also, try this link: http://www.privatelessons.com/daypoint/media/search_results.asp?searchstring=Piano%20Lessons
Good luck!

Ask your parents. They aren't cheap. Check with your local community college.
