The toilet seat and the bowl are much cleaner than you would think. The germs are on the doors & knobs, the flushing mechanism, the water faucets, etc. WHY? Because people touch all these things with the same hands they use to wipe themselves.
Always wash your hands this way in any bathroom:
Turn on water, wet hands, lather soap real well and use hands to scrub each other - create lots of friction.
Be sure to get in between all fingers, sing a couple verses of Yankee Doodle Dandy so you will scrub for at least a 1/2 minute - longer is better.
Rinse BUT don't touch water faucets. Grab paper towels, wipe hands, then use paper towels to turn off faucets.
Use clean paper towel to open rest room door, then dispose of it.
New studies have shown that the air dryers suck up germs off the floors and deposit them back on your clean hands.
I always carry Purell alcohol gel and individually wrapped hand wipes. Plus take in some paper towels off the roll in my car as many rest rooms do not have them.
P.S. Other studies have shown that the paper money and coins in your pocket also hold onto more germs than a toilet seat!

There was a study done on this and it was found that the public toilet was cleaner then the sinks and that the first stall in the bathroom was the cleanest because no one like using it because it was the closet to the door. Needless to say if you have to use one always open the door when you leave with a paper towel alot of people don't wash hands.

Well i've seen tests on Mythbusters and Penn and Tellers BS. Toilet seats are actually the cleanest things in bathrooms.
I usually don't put protective toilet paper on the seat anymore.

so clean that there hasn't been one time where i didn't place toilet paper on the seat.
I love the toilets that have like an L shaped entrence with no door so you have privacy and you can walk in and out without touching anything.
