The best thing to do is to listen to as much Mandarin as possible. Living in Taiwan or China would be the best, but if you can't do that, then try to find Mandarin-speaking radio and TV stations. Tapes and trips to the language lab will also help. The whole goal here is to get your Mandarin up to a level where you can speak well enough that you could find Chinese language partners to practice with, withiout seeming like a burden to them.
There are a lot of Mandarin textbooks out now. When I was learning Mandarin, all we had was John De Francis' Beginning Chinese, which is still pretty good.
Here's a valuable hint. To use 'le' correctly, think of it as the English word 'now' especially for change-of-status 'le'. In English we use 'now' not just for 'right at this moment' which is 'xianzai' but also to show something has changed "It's raining now." implies that it wasn't raining before, just as "It's not raining now" implies that it WAS raining before. In Chinese these would be "Xia yu le" and "Bu xia yu le" respectively.

I used to be very English spoken. However my Chinese improved after I started appreciating Mandarin songs and singing KTV. I don't know about you, but music works for me.
if you like comics, maybe you can try some taiwan/hk comics

Just use it every chance that you get...ask people to correct your grammar...I find listening even harder than speaking mandarin...good luck
