I've found that a general rule is that "C'est" precedes a noun and "Il est" before an adjective, but is that true all the time (and is that wrong)?

Ithink it's right.
Normally we use C'est + article indéfini (un/une/des) + noun. Examples : C'est une chanteuse
Ce sont des étudiants. Etudiants is a noun.

You need to put adj after verb ETRE, examples :
Elle est étudiante. Here, étudiante is an adj, not a noun as the last example.
Il est fatigué. Fatigué is an adjective.

C'est is often used to denote something metaphysical and is often paired with an exaspiration:

C'est magnifique: It's magnificient.
C'est incroyable! It's incredible

While il/elle (he/it/she) combined with est is often used to denote something that describes the pronouns and their activities, etc. The use is more specific.

Il est mechant. - He is evil
Elle est medecin - She is a doctor.
Il est un chien - It is a dog.

cest which means it is, is for i think non living organisms(i cant remeber about plants) where as elle is feminin(female)and il is masculin(male)
cest une grande chambre
it is a big room
elle est dans la chambre
she is in the bedroom
il est dans la chambre
he is in the bedroom

c'est is like this is or that is or it's il est or elle est is like he or she is and i guess its true

thats wrong I think.

C'est is just for things and Il/elle est is for persons. Thats all.

C'est means "it is" Il est/Elle est mean "he is" or "she is"
