I want my kids to be able to use instant messenger when I'm not around, but I don't want them to have access to the internet without me being able to monitor them.

There are computer monitoring/filtering programs you can use, that you can configure for whatever needs you have. You can set certain time for access, allow various access for different users. I know of no free such programs, but most will be between $35 and $65 and likely well worth the money.

You can look at downloads.com under their security or monitoring sections.
