go to the local pet store and tell them you want a KONG toy with holes or grooves in it. when you get it...put peanut butter in the groove or holes...HOURS of fun! and your dog will come up with peanut butter on his nose! haha! my dogs LOVE it.
a plastic sandbox from Wal-mart or any other discount store. fill it with the sand you can buy at the store (its clean and free of parasites), and make sure the box has a lid to keep CATS from crapping in it. bury biscuits, rawhides...etc..things he REALLY likes to munch on. he'll have tons of fun digging for them.
a baby pool, filled about half way up and some floating dog toys. its a fun way for him to cool off from the summer heat.

indoor games, water sports if outside
now, my dog Jack is a Mastiff. On days when it's too hot for anyone to go outside, much less Jack, the first thing we do is his Dora the Explorer tapes. He likes her singing. Then we'll play on the inside with tugs or thinking games that require him to remove a ball or something from a something else. Many times tho, he just takes his squeeky moose and sits in his bed.

My dogs don't fetch either. Not all breeds do.
Look into obedience training. Dogs love it, it helps them exercise their minds, it's fun, and you can actually train a dog to fetch and play tug if it doesn't do it naturally as part of their obedience training repetoir. I'm training my dog to give kisses and spin in place in addition to the usual sit-down-stay stuff. And he's trained to target objects with his nose, so I can hold something way over his head and say "Touch!" and he jumps up as high as he can in order to touch it. He loves it!

Roll or toss a soft ball in side with him, play tug of war with a tied rope, hide treats and let him look for them , buy him some chew toys or raw hides and give him one when you leave. Leave something with your scent on it for him when you are gone. Take him for walks, go to the park or pet shop with him and just generally love him.

Get him a little plastic kiddie pool
Teach him new tricks - like shake a paw, high five, bow, roll over, etc.
