I have the reinstallation cd but keep getting error message that a newer version is already installed and wont let me procedd with re-installation

boot with the setup cd, then you get an option of a fresh install. Note, however if u choose the same installation path and don't clean up ur disk by a format or by deleting the windows folders, this setup will just make a few changes to the setup and roll back the basic files to fresh versions, it won't be a real fresh install.

You need to format your C drive before installing. This is usually part of the install process, near the beginning.

You require to clean install on the drive. That is, you can either chose to reformat the harddisk, or re-partition the harddisk, or locate and delete the hidden operating systems files and folders. You need to do these pre-requisites.

You need to format your hard drive to erase everything on the com. before installing the new.
