Give her a small piece of hard candy. Tell her to suck on it. When the candy is gone, tell her to put her tongue just like she had it when she was sucking on the candy and pucker her lips. Blowing out should give at least a weak little whistle. She can practice and fine tune from there.

I whistled my *** off and my older sister Gloria never learned how until we were in about Jr High. She learned to stick her 2 fingers in her mouth and let out the most Gawd loud whistle I have ever heard. You could hear her from clear across town. I never learned how to do it that way.
Does your little girl have her 2 front teeth? If not, you have to wait until they grow in. GOOD LUCK!!!!

some people can't whistle, like me. I've been trying to learn how for 19 years now.
