Taxes do not go into any sort of funding. Taxes are used to pay the interest only on loans that the US government takes out from the Federal Reserve which is a privately owned bank and has nothing to do with America.

DOJ & IRS Petitioned To Explain
On May 12, 2006 in Peoria, Illinois, the attorney for the U.S. Department of Justice (DOJ) begged the court to dismiss all charges against IRS victim Robert Lawrence in federal District Court.
The motion for dismissal came on the heels of a surprise tactic by Lawrence’s defense attorney Oscar Stilley.
The tactic threatened exposure of IRS’s on-going efforts to defraud the public. The move put DOJ attorneys in a state of panic that left them with only one alternative: beg for dismissal, with prejudice.
Stilley’s tactic paid off. Sixty days earlier, the DOJ had indicted Lawrence on three counts of willful failure to file a 1040 form, and three felony counts of income tax evasion. The federal Judge dismissed all charges with prejudice, meaning the DOJ cannot charge Lawrence with those crimes again.

This is what I understand as well. Isn't paying taxes voluntary?
However, if nobody paid... then where would all our funding come from? Funding for roads, schools, parks & recreation etc...
It's sad though when you see agencies like NASA who have spent trillions of tax payers dollars. Going to the moon in 1969 was cool....but now look at them....40 years later they can't even keep a space shuttle in low earth orbit without killing everybody onboard. What's up with that?
And another thing....look at the trillions of tax payers dollars that have been spent on our high tech military. However...where was all this "state of the art" protection during the attacks of 9/11?

it's an Amendment to the Constitution
AMENDMENT XVI
Passed by Congress July 2, 1909. Ratified February 3, 1913.
Note: Article I, section 9, of the Constitution was modified by amendment 16.
The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.

No law?! There is a six volume set of Code and Regulations for just the federal taxes, ignoring all the court cases and professional journals.
If there was no law, don't you think a judge might have mentioned it in any of the large quantity of tax cases they have adjudicated over the last 90 years?

I want to believe you. that goes back to my question if you live outside the u.s for longer then ten months and earn a income in china and dont use 911 or the road side services you shouldnt have to pay taxes.

Keep telling that to the IRS when they throw you in jail for tax evasion.
Capone was in jail for this very offense.

ah right. you may find that prison, after having lost all you have, is uncomfortable though.
As much as I hate taxes, the don't have to pay taxes crowd has long since been debunked. You can go to jail for it.

Only if you NEVER use any of the "services" that the state provides. Therefore you could never use a public road, never call 911 etc etc.
