In order to study medicine in the United States, you would have to first take the TOEFL even if you speak correct english. After that, you might have to apply to a regular college to complete your pre-med requirements which include (Biology 1&2, Introductory to Chemistry 1&2, a year or two of Physics, some schools require Anatomy and Physiology 1&2, a year of genetics is also useful). You don't have to go to an expensive school to take these prerequisites. It depends on the state you are trying to apply to, as well. These pre-requisites are to prepare you not only for medical school but for the entry exam (MCAT) which will include questions on chemistry, biology, physics and even genetics... So it's best to get those pre-reqs out of the way before looking for a medical school.
I know of a few good schools to apply when you have finished your pre-reqs and also taken the MCAT:
Baylor School of Medicine (Waco, Texas)
Cornell School of Medicine (Ithaca, New York)
Tulane University' Medical Center (New Orleans)
In fact, here is a link where you can find a detailed list of all the medical schools and visit their websites to find out more information. Good luck.

Find the institution you want to go to. Research on the internet; almost every institution from the smallest to the largest universities have websites with all the information you'll need. Once you pick one, apply for a "Student Visa" to the United States. That should last as long as you are enrolled at an college-level institution.
As long as you have the funds to pay for such a pursuit, you'll be able to study medicine here.
Mind you, it takes about 4 years of very difficult graduate studies to obtain a doctorate in medicine, and cost several tens of thousands of dollars. My mother is a dentist, and took 6 years AFTER COLLEGE to get her degree. It cost her $80,000 to go to school.

Ask at your local school. My brother in law is in India and got help and advice about what he needed to do to go to school here. YOu need to pass Toefl test I know. There is another test you need to take. And you need to get permission from the gov't to study and get accepted by a shcool. Ask at the local US embassy as well.
