There's no reason why reincarnation would be limited to planet Earth. Some Reincarnationists believe that Earth is actually "hell" and that we reincarnate here until we have acquired enough wisdom and compassion to move on to a higher, more "heavenly" realm.

Generally speaking, souls travel in groups and stay in or around the same culture and world.
Most planetary civilizations, of which there are many, are not among the Space Races (humanoid societies who have intersteller flight capability) but embrace only medieval technology.
