The people in the rest of the world that was not flooded. In ancient times ones definition of the world was limited by their knowledge of geography. If the biblical flood occured in the Middle East as some scholars propose, then there were large ares of the globe that were not impacted by the deluge.

The story of Noah is a retold rewritten account of an earlier story, The Epic of Gilgamesh that was written by the Babylonians in 4000 BCE. In this story it tells that Noah's counterpart took not only his family but his friends and the people who helped him build the boat onto the boat with him. Plus, I think the people in those days thought that the flood destroyed the entire world but it more likely didn't.

See, it makes no sense, just like the Adam & Eve story. So, ok, the world's getting repopulated again after Noah since they're the only people left on earth? More incest!! And don't forget, all the races of the earth from Eskimo to Aboriginal to Scandinavians come from Noah and his family now.
And damn, that must have been kind of hard to fit every single kind of animal on his boat too. There are thousands and thousand of species so, it probably took a while.
One more ridiculous bible story that I can't believe that people actually believe in!

You could say that the other people were also survivors - almost every culture has the flood story.
In the Bible, it says that the scattered people came from Noah's 3 sons.
The only other to show up when Noah disembarks is God. Depending on what bible you read, God either smells the meat or God gorges on the meat. Interesting.

Noah didn't meet anyone when he got off the boat. He was with his family who in turn repopulated the Earth.

Nah, he didn't meet anyone. At least, not to my memory. Kinda makes you wonder how much incest was going on to repopulate the earth, huh? Just like Adam and Eve and their "many sons and daughters" that would have all had to have sex with each other to continue civilisation.
Thank God (no pun intended) that the Old Testament is mostly fiction.
