Obviously, someone has glued sandpaper to your dog's back legs. While this is kind of funny, it might be that your friends are trying to tell you something.
While we're at it, may I suggest that you not enter any "Describing" competitions. You're gonna lose.

We need more details. What does the funny looking stuff look like?? My dog had the runs really bad once and it looked like foam or snag on his butt..

Take her to the vet. It could be mange or some other skin condition that will worsen if left untreated.

might be poop. take a whiff and give that dog a bath.
Might want to think about taking it to a groomer and get it a hair cut

It's either poop, dirt, or chili.
It's anything brown that you don't want want to touch with your hands.
