Absolutely! No one "has" to let you borrow anything. If you want to use someone elses property you should ask humbly and use the word please and then thank them - whether they say yes or no. When you borrow something, you should treat it like gold. When you return something back to someone, it should be cleaned, gas up if it is a car and put safely and correctly where the person wants it. Don't borrow something for long periods of time. Do recompense someone promptly if what you borrow gets lost or damaged - they should not even have to ask you for it - you should be apologizing and handing them the compensation up front.
The one exception to this is If someone has told you in advance to use something and not to bother asking permission, go ahead and use it. But do the person a curtesy of leaving a note or something so that they know where their possession is.
Always thank some one for letting you borrow something after you return it.

Of course you do because if you "borrow" something without the consent or knowledge of the other person, that's not borrowing. Some may call it stealing.
