To emigrate is to move to another country to live i.e like from UK to Germany. To immigrate is to come to a specific country to live.

Clearer example:

Emigrate is to move out. He is emigrating to another country for good.

Immigrate to move in. He is moving ( immigrating) into our country.

Immigration is moving from one country to a new country. Emigration is often used to describe moving within one's own country, like from state to state, etc.
