I'm learning a foreign language and need a software program that makes flash cards to learn new words / vocabulary

If you want to print them out, any word processor should let you do that. Just use a large font, and create columns so you can get like four to a page and cut them up. You should have Wordpad on your PC as it is build into Windows (Start > All Programs > Accessories > Wordpad)
If you want them to display on your ccomputer, use a graphic program to create a picture for each card, load them into the Slideshow screen saver, and run the screen saver.

macromedia flash is a good software for creating flash card and programms
