Plato said it. And he was talking about Daemones (superior spirits) being set up to watch over and direct the affairs of man on God's behalf in the age of Cronus.

(By the way, interesting idea. Gives one pause for thought.)

Plato said this. He was talking about 'Daemones' which is the Greek origin of the word 'demon'. Originally, the word 'daemon' meant 'allotter' or 'divider'. Plato introduced the theory that there existed higher spirits or 'daemones' who worked for the highest being of all and watched over mankind and justice:

"Over every herd of living creatures throughout all their tribes was set a heavenly daemon to be its shepherd." (Plato)

The word took on an evil meaning only later.

I've read far less philosophy than I should, so I won't even guess.

I will observe that any peace, mercy, sound law, and happiness that I've ever known was created by hard-working, decent, generous people, not by invisible spirits.
