For low light photography you want a digital SLR. With a dedicated lens even.
Not to brag, but with my digital SLR set to ISO 1600 and a 50mm f/1.4 lens, I can leave the flash off and take action shots in the street at night.
So if your budget allows it, look into the Nikon D50 ($550 without lenses or memory card). Canon is even better at low light, but their cheapest dSLR is the Rebel XT ($700 without lenses or memory card).

Try Nikon CoolPix 7900 or P4 they both have a good night mode that keeps the shutter open to capture night scenes, but you need a very steady hand or a tripod to get good results.

You can also shoot unlimited length video with these models that is only limited by your SD memory card capacity.

without gong into expensice slr cameras...canon s3 since it has a image stabilizer

fuji f-11 and 30 are good if you want something small

canon sd700 is expensive(500) but is small and has image stabilizer
