If you mean a fruit and vegie checkpoint..between states or even from one area to another within a state.... then I can say that they can actually search your car if they think you are carrying fruit or veg... and they can confiscate what they find...
and it isnt just fruit and veg... it is also grains... we had a wheat bag confiscated because it had one grain of wheat in it..

People pretty much peak into your car and ask you if you have any fruits or vegetables from the other state and then they let you pass through.
One time we actually did have some and they took our fruit away!!

i brought apples from Australia in the UK
took some to snack on on plane to Can
they were confiscated!
so what happened to them? are they incinerated?
