Scottland. John Logie Baird was a scottish inventor and engineer who was a pioneer in the developement of mechanical television. He developed a color tv in 1928. others are Gugliemo Marconi, an Italian, Zworykin Kosma Vladimir, a Russian.

Peter Goldmark from CBS laboratories invented a system known as sequential color television about 1951 - U.S.A.

Actually Nipkow of Germany described a television system using a mechanical disc scanner in 1883, One version showed a color system which used three rows of scanning holes on a single disc. It appears that Nipkow never implemented his invention (even though he patented it)
