Do Lubricants that come on condoms by default already contain spermicide?

They are specialty. You may want to avoid it if possible. Over 60% of women are allergic to spermicide and it can leave you with a burning sensation that can be VERY uncomfortable.
You can also buy bottled lubricants that have spermicides, again you may want to be careful with its use.
If you want to try it out, don't buy a lot of them, just a small box, or some of the adult stores like Priscilla's will have them as singles and use the condom for a short romp, so not to expose yourself for too long. If you fell itchy or a burning inside your vagina you should discontinue use of spermicides and go with just plain lubricated condoms.

No, you need to find ones that say spermicide on them; nonoxynol-9 is what is used in the US. Be aware that spermicide shortens the life of a condom, so they need to be used right away.
