Both guys and girls should make the first move.
As your boyfriend is shy then I would make the first move - kiss him as time progresses he will be comfortable with you and be able to make the first move.
Traditionally the guys make the first move but that is fading out! Make him feel special you jump him!

GUYS OF COURSE!!!!!!! I've had 3 girls hitting on me and i always declined any invitation they made cause i do the moves i don't like girls doin the moves on me if im not hitting on a girl its cause im not interested so how would she asking me out change anything if im just not interested i think all guys think like this or should lol
