During the school year, on a school night should be like 9 or 9:30. On weekends the time could be around 10 or 10:30. During the summertime, I would say either around 10 or 11.

That's a tough one. I have a 10 year old who I get 2 weekends a month. Since I don't have him that often, if he wants to stay up and doesn't seem tired I let him.
However, if he were with me full time I would take a more responsible stance and send him to bed at around 9:00 on week nights so he'd be able to wake up early for school and be alert and rested.

Go to bed now! You should have been in bed five hours ago. Your grounded. Damn it. That answer is assuming your the 11 yr. old of course. If your not i say 10:00 in the summer. 9:00 school time. Children that age need at least 10 hrs of sleep. I wish i could sleep myself now that i think about it. It's past my bedtime too.
