How does this woman have access to your cats? If this woman does not have such access, then she did not do it.
The vet did not specify which type of poison. You should ask the vet what type, if he/she knows. Then you should see if you have something like that where the kitten might go. You already stated that you suspected the kitten had gotten into bleach, so I suspect that your kitten was allowed in placed with other chemicals.
Assuming that you are a responsible owner, keeping your pets in your yard, curbing and leashing, cleaning your yard up in a timely fashion, and preventing excessive barking/mewling, then your neighbor has no reason to complain, as you are in compliance with local pet laws.
If you suspect your neighbor after checking these things, then you should contact local authorities, file a complaint, and provide the dead kitten to the police as evidence, as well as the vet report.

your neighbor's dislike of pets does not necessarily have anything to do with your pets.
It is probable that your kittens have too much run of the house and are getting into chemicals. Keep them in one area of your house and do not let them outside. Young animals need to be surveyed same as young children.
There also might be something in the air? They might be allergic to something? I don't know; those are wild guesses.
You should take all your pets for a check-up, and definitely ask what poison the doctor thinks was the cause of the kitten's sickness, and what caused the other to die. If it was something from your house, then it is just your own mistake.
If not then you may need to investigate, but I know nothing about that.
As for your neighbor, why was she complaining about your pets? If they were sitting all over her porch then she has reason to be bothered; if your pets are loud I'm sure even you would be bothered. If she just doesn't like your pets but they are in no way being bothersome, then she is no problem. If she really dislikes animals you might want to ask her why, or go to a professional, or your vet; something like that.

Bear in mind that there are a lot of ways for cats to get poisoned. I wouldn't go jumping to conclusions - if you send someone around to speak to her, things could turn really bad with your neighbour. Try to find out from the vet which poison it was - if it was slug pellets or other common garden things, such as some types of plants/flowers, it could have come from anywhere. Likewise, rat poison can be put down by thoughtless people and cats may get to that. I can see how it would be easy for your neighbour to have poisoned a dog, but feeding cats something they don't like is next to impossible. As such, it's likely to have been a common poison that - admittedly - she might have put down but you can't prove anything. The vet's likely to have had some experience of this in the past - can you ask him/her what she/he'd do in your position?

I know this sounds bad but get an autopsy done on your kitties by the vet so that charges can be brought up with the police. And keep your animals inside or on a line until this is cleared up. Plus look around your property for anything poisonous like antifreeze or such

You may want to contact the humane society or animal control and let them know that your kittens were poisoned. You can tell them that your neighbor was complaining about your cats...I don't know what you mean when you say complaining about stuff. I would not accuse your neighbor of anything. Let the authorities investigate. Don't let up on your mission. Keep calling for help from authorities. And for goodness sake, keep your animals inside.
Good luck

This is just terrible! I hope you are sure that you do not have rat poison or any other hazzardous stuff in your own home. Also, check that you do not feed them outside where their food is exposed. Make some serious plans, and have some heart-to-heart talk with her before you get another.
I, unfortunately, do not know the symptoms of poisoning but if the vet says it was poison, it probably was. :(

The same thing happened to my neighbors dog. Some guy kept complaining about the dog and the next thing you know the dog came down with an out of the blue sickness and died. Call the ASPCA in your area or the local Humane Society and tell them what you suspect happend to your kitty. They can then send an investigator to her house and ask her some questions after speaking with you. Good Luck.

If they're just kittens, why do you let them wander loose? Dogs? cats?....how many do you have? Perhaps more than you can safely take care of.
Help?....just exactly WHAT....is it that you think anyone out here miles or perhaps continents away can do for you?
Do you believe this internet is "MAGIC" or has mysterious powers or something?
The answer is for YOU to take better care. If they are allowed to wander freely who knows what a kitten can get into on it's own. Don't falsely accuse or point fingers at others until you check your own yard for contaminants.

The best thing you do is set up a surveillance camera in an unconspicous area outside your house where she won't be able to notice and finally get caught for her bad deeds against your animals. You can use it as proof and call the police on her so she can receive some sweet punishment. Thus, it will clear any of your doubts.
