It is actually a misnomer. There is nothing divine about it. Water moves beneath the surface of the earth. When two sticks are held out straight from someone's hands directly in front of them, as they walk the sticks will cross if there is water beneath. It works. Its science, and it works. In the desert there are streams, lakes and oceans beneath the desert floor. In order to find one that is potable, sometimes it costs a whole lot less to use sticks to find it. It nearly always works. "Divining" is a misnomer.
