there is a combo answer to this:
1. She likes the time she is in the tub, because your attention is focused solely on her, and toddlers like a lot of attention.
2. She is testing your boundaries, to see how much you will relent to her will.
What I would recommend is that you spend some time (if you have it) reading to them in bed. This emphasizes that you are still focusing on them, but they are in a place where they will drift off to sleep, freeing you. I recommend the encyclopdia or a textbook and use an exciting voice. It ejumikates the kid subtly and is advanced enough that they will not latch onto the "story" like they might with a Dr. Seuss book or Dora the Explorer.

This happens very often wtih younger kids. Just tell her that she doesn't need another bath, put her back in her bed and tuck her in. Make sure that if you read a story that you only read it once, and read it when u originally tuck her into bed. when you tuck her in you don't need to his her and hug each time, do that once on the first time. the rest just put her in her bed and pull the covers over. if she says that she wants other stuff then tell her that you will get her one thing, either that glass of water or her blanket or watever, and after you get it for her tell her no more, thats it. on some days when she's being stubborn you may just want to grab a book or a magazine and wait outside her room for when she gets out of bed again. you might want to listen for little feet that are walking around, or keep her door open. So what's the question??
Obviously bath time is a lot more fun for a 3 yr old than bed time is she's playin' you trying to get you to give in and let her get out of bed and play more.
Betcha any money if you tell her to stay in bed and go to sleep the next thing she'll want is a story, or a glass of water or her favorite teddy bear is missing.....

She just does not want to go to sleep, she is just trying to delay it. It is the same thing when a kid ask for a glass of water after they are tucked in bed, then they have to pee, then they need more water and so on and so on you get the point. She is just trying to do anything to stay awake for another 30 minutes. Don't let her trick you, just be firm and tel her it is bed time and that's final.

I have a 2, 3, & 4 year old, trust me she is just looking for an excuse to get out of bed!!! :) Try to be patient and just explain to her that she can play in the tub tomorrow!

my son beleive it or not went through this and it was a slight obssesive disorder he had a thing about germs and had to wash his hands constantly, it started in preschool and stayed with him until I believe the fourth grade. a teacher mentioned that they all needed to wash their hands and explained about bacteria and he just clung to that it freaked him out.. is she stressed when asking for her bath ... does she seem to fixate on a need to be clean or is it just a fun thing she wants to do or like everyone else is saying is she just playing you ... you might want to sit down and ask her why she feels she needs another bath ..it sounds silly that a child her age could develope a compulsive behavior like that.. but... it can happen

is this the same niece from the other night or a different one? try whatever you did the other night. or better yet, go lay down with her, read to her or turn the lights out and make up a silly story with her and don't leave her until she's asleep. she's either testing how far she can go or she's lonely, or both.
