Jesus made it very clear that He was the propitiation of our sins. He said come to me all of you who are weak and heavy laiden and I will give you rest. He spoke directly to God and commanded us to do the same. Why would we need someone else to lay a burden of the rosary or chanting on us as an act of penitence and have their words be our consolation for forgiveness. Why do you treat these priests essentially like God and allow them to burden you with "works" when grace is freely given?

Jesus also made Peter his rock and his representative on earth until he returned. Peter's successors, being human can not be everywhere at once, so that representation has been spread out as well through priests.

So, when Catholics are talking to priests, they are talking to Jesus and asking for forgiveness. Assuming the contrition is real, Catholics then are forgiven, the acts of penance are a reminder to them to remain sincere and not sin in that way again.
(and no catholic is made to say the rosary or be "chanted upon" as penance, merely to pray, it is not considered "work" anymore than any christian thinks praying is work.)
