My cat does the same thing!! He's such a little brat sometimes but all in all, he's a lover, not a fighter. A cat's pur does not mean that they are happy. It can mean any of the various extremes. When female cats are in labor, they tend to pur. Its a way of responding to the world around them. When my male cat, a polydactyl (he has 22 toes), is stretched out in the sun, he is purring. He purrs when he's mad, flicking his tail in the air and walking away from whatever is disturbing him. They are funny little creatures, aren't they? Very capricious in nature as well as independent.

Cats only purr when they are relaxed and happy. If he is nipping at your hand, it could be that he wants to play with you. My cats used to love it when i could roll them onto their backs and scratch their chest - though if they have claws you might want to wrap a towel around your arm and hand first so they won't accidentally hurt you. If your cat feels like you 2 are family he will want to rough house with you like he would a cat family.
My cats always loved the under the blanket game too - you put your hand under the blanket and then move it around. What they see looks like a mouse under there and they love to pounce on it. String or ribbon games are also very popular - particularly if you can drag in under a towel or something. Cats can be so funny.
Peace!

Your cat purrs when he/she is very happy. When they bite and purr it is considered to be a love bite. Not intended to hurt you but show their affection for you.

My cat bites me if I STOP petting him.. hard, too! Ive actually had to physically pull him off my arm or hand to make him stop. Ive had him since he was a kitten, and he is 9 years old now, but Im convinced he is going to eat me when I die... hahaha. I guess ya just have to know the kitty. Sometimes its soft, sometimes hard. Usually I warn people "he bites, but they're love bites, dont pull away" just in case he decides to do it to them.

Is he biting hard??? If he's only nibbling gently, that's playful behavior.
But it can be stopped by saying NO very loudly immediately after he tries to bite. Cats hate loud noises. This is actually very effective and got MY cat to stop biting at me. And it's harmless.

Because deep down all cats are evil. I have one of those breeds of cat that has 28 toes. I forgot what that breed is called, but one night my brother woke up with the cat biting him in his throat. My cat seems very nice, but like I said in their heart they are all evil.

Overstimulation. It's his way of saying "I've had too much petting, back off." Although, some cats just walk up, rub on your legs and then bite your feet. I think it has to do with overstimulation, though.

if he bites you while you are petting him, he is getting excited. he is purring because he feels good and he is biting because biting is mating behavior in cats. more likely to do this if you scratch him on his back near the tail.
