You might also want to take a look at the Barret M468. It's a 6.8mm carbine based on the M16 design. It has a lower muzzle velocity, but this is compensated by the heavier round, so you get more net power out of it.
Good middle-of-the-road round between the M16 5.56mm and the M14 7.62mm. Call it the best of both worlds, plus it's made by Barret. I'm sure you're familiar with a few of their other products, which I think speak for themselves in terms of effectiveness.
You can find it on the Barret site, I believe it's www.barret.com or barretarms.com, something similar. Last I saw it was in the neigborhood of 2-3k, depending on whether you get the full weapon or the kit to convert an M16-series rifle into it.
Edit: The round is really all that matters when you look at stopping power and lethality. The barrel length plays a small part (a longer barrel allows more of the propellant to burn), but the longer length can be a hindrance. It mainly depends on what you plan to use it for. For target shooting, a 5.56mm rifle would outshine a carbine, but for home defense you'd want to go with a pistol or carbine with good stopping power... or better yet, a shotgun. Another thing to consider is penetration... if you're looking for a home defense weapon, you DON'T want a gun that can go through your entire house, especially if you live with your family. In that case, pistol caliber frangible rounds are the way to go. I believe there are a few 9mm M-16 variants out there, but they're probably custom modified. I haven't heard of a production SMG based on the M-16, but I could be wrong.

Armalite is the original designers of the m-16/ar-15 so theirs are good. Colt and Bushmaster and a few others are good.

I guess it would be the latest version...the M4A3 carbine used by the entire US Armed Forces.
Although frankly I find the AK-101 and Steyr-Aug .223 assault rifles have lesser parts much more lethal stopping power. Special mention goes to the French FAMAS assault rifle.

HK makes a decent line of M-16 style rifles.
Also, the 5.56mm NATO round (.223) isn't all that powerfull...it has nothing to do with the type of rfle you shoot it through.,

HK makes a fantastic knockoff... but, really... you should try the CAR-15 by Colt. Short barrel... short stock...
